The original text does not elaborate on the directors working in the USA. It does elaborate on the details of the 'provisions' and how they will affect the lives of the employees but does not give any detail on the actual employees! Presumably the readers/ target audience will understand who they are referring to.

'Provision' in this sense is quite general and can be read to include terms, conditions, clauses whatever is provided for in the agreement.

“This agreement shall apply/applies to personnel/staff and, with respect to some of its/the provisions, to directors working in the United States”.
The slightly ambiguous bit for me, without the benefit of more context, would be in determining who is to be included in “qui travaillent aux Etats-Unis”. Is this referring to all personnel generally? All personnel who work in the US? Is it referring to the personnel generally, and some of tis provisions specifically to the directors who are working in the US?
Do you have more context ?

That said, you could retain the potential ambiguity and stick closely to the French order in your English rendering!

By 'what else?' Do you mean 'what else could it possibly mean?' ?
i.e. clause, stipulation, case, arrangement, position, proviso, measure, step.
