La séparation doit être apparente (solution de continuité visible dans les canalisations d'alimentation en énergie) ou matérialisée de façon sûre par une position vérifiable de l'organe de manoeuvre de l'appareil de séparation. b) condamner en position « de séparation » tous les appareils de séparation. c) vérifier, en aval des points de séparation, l'absence de tension électrique, de pression de fluide, d'énergie mécanique potentielle susceptible de se libérer, ou d'énergie cinétique accumulée par des pièces dont le mouvement se poursuit par inertie.

"consignation" doesn't seem to translate very well in this context to me. i think the "whole", the "purpose", the "entire function" or something along those lines would be better than a word-for-word translation.

Explanation:
I think the author is using this meaning of the verb "consigner": to declare something off-limits (la salle a été consignée = no one is allowed in the room).

This also fits with one of the meanings of "condamner": to render something off-limits or to render it unusable. When you put, for example, a large piece of furniture in front of a door, thereby rendering the door unusable, you have "condamné la porte". Put a piece of plywood over a window, and you've condemned it.
