Explanation:
Well, that's not perhaps the usual translation, but it seems to be what they're talking about — what else would you call a piece of steel 175 mm square by 5 mm thick?

agree  xxxmediamatrix: Yes - plat is short for 'fer plat' which literally means 'iron plate' but which will of course be steel plate here.

Width across flats

Explanation:
This could be a typo for "surplat" .

According to Granddictionnaire.com, a "surplat" is a synonym for "largeur sur pans",
français largeur sur pans n. f.
anglais width across flats
Définition :
Distance entre deux surfaces plates parallèles (« pans ») de la tête d'une vis ou d'un boulon.
Sous-entrée(s) :
synonyme(s)
"SURPLAT" n. m.

According to Wikipedia, this is often followed by a measurement. So this is a possibility:
http://fr.wikipedia.org/wiki/Surplat

Example sentence(s):
  • "50 and 63 mm: G ¼ B, surplat 14 mm"

disagree  Tony M: But that couldn't possibly work in the given context: how can you have a width a/f of 175×175×5 mm — and how could you possibly weld something to a 'width across flats'? Just doesn't make any technical sense, I'm afraid. / Same problem...

  -> Maybe just "width".
