French term or phrase: axe de toc en acier
This is an item that is being subjected to x ray microscope analysis because the it's chrome plating is showing instances of wear. I have found toc being used to mean driver axle but I'm not sure it is right in this context. The axe fits into a copper alloy ring which causes friction on the "axe de toc en acier" in various points.

Explanation:
A toc (also referred to as a doigt de toc, which of course is far removed from what Goldfinger had) is (often, at least) a pin on a rotary part. It engages with another part, fitted with a trou de toc, such as a cable reel, lathe parts, etc. to transmit rotary movement from the driving part to the driven part. Presumably the driving part, and possible the driven part, are on shafts, so I'd avoid "shaft" for toc. "Pin" would seem appropriate, though "dog" might also work.

Reconditioning
Regardless of the type of machine or manufacturer, if REELS are not kept straight and balanced, and WEAR POINTS such as arbors and DRIVE PIN HOLES are not kept in good condition, the machines will not be able to run as fast and efficient as intended.

Your reel turntable(s) may have been retrofitted with a DRIVE PIN for 7-inch plastic reels. These DRIVE PINS were typically inserted in one of the three outer holes in the turntable (the three outer holes in the replacement corks line up with these holes). Since both replacement corks have these three holes, both are compatible with this type of retrofitted drive pin. Simply order the type of pad you need based on the inner diameter required (as explained above), not whether there is an outer DRIVE PIN or not.

I've also just discovered that a toc is a wheel stud : "Goujon d'acier, qui, boulonné sur le moyeu de roue, permet de fixer la roue par ses écrous".

At the same time, the wheel studs are effectively multiple drive pins, for it is they that transmit (shear force aiding) the motive power to the wheels.
