This is about ascertaining the surface area to be painted.

Context:
"Pour les cintres de très grands rayons, on utilise la surface des éléments rectilignes, la longueur étant mesurée sur la plus grande fibre."

Fibre? I can't see the logic. Any ideas?

Nothing to do with fibres of beams here, except (perhaps), that the term has carried over from that usage. It simply means that the longest dimension is used for estimating purposes.
