Explanation:
it seems to me that this means the motor is tested under normal atmospheric conditions, as opposed to testing in its normal operating environment which I assume to be submersed in oil (if it was you who had the question about downhole pumps). So it has nothing to do with air leaks, etc.

"open-air test bench/bed" gets some hits which might be relevant (they concern testing electronic components in "open air" as opposed to within casings, so the heat build-up would be different). Otherwise I'd make up something like "non-submersed test bench".

agree  Tony M: I think your 'dry test bench' (OR: bed) is probbaly best - it says 'no pumping' so I assume it means 'without liquid in it', i.e. dry. Are you sure about 'submersed', Alex? I'd have thought IMmersed or submerGed?

  -> I may have been in the country too long, but "submerse" does exist, and submarines, like certain types of pump, are submersible ...
