Explanation:
I'm not sure if this is the same as Michele meant, but as I understand it, a 'niveau à eau' is one of those levelling devices consisting of a flexible tube with two end 'vials' (sometimes graduated) that make it easier to establish a level round corners, for example.
I think 'water level indicator' might be a bit ambiguous, since it could imply a device for indicating the level of water (e.g. in a tank, etc.), and I'm pretty sure this is NOT what this is here.
