No context I am afraid - the word is just mentioned in passing in a document about medical charities.

Does it generally refer to something specific ?

My search on search engines brings up different entities: inpatient and outpatients, drop-in centre, counselling / medical care etc

another possibility would be, e.g. a reception centre or a drop-in centre as Angelo suggested.

But in a specifically medical context, I'd tend toward a custodial care facility (e.g. for people with intellectual or serious physical disabilities.)
