I've looked up the numerous entries for cahier des charges on proz and in the IATE but none seem to quite fit this context of multidisciplinary health care networks (réseaux de santé). Would a national charter or national guidelines fit, or is that stretching the meaning too far?

I think guidelines would usually come in after a consensus conference. The French term implies nothing is set up yet.
So national specifications for the implementation of multidisciplinary health care networks or more secifically for the implementation of a multidisciplinary addiction network.
