Yes, it is clear that this is all they meant to say. The text was about a restructuring of care delivery and had nothing to do with insurance cover(age). I made that clear in my comments. I think they will be talking about "soins" if it was about "medical care" something like..."Continuer d'assurer la prise en soins des patients..." or something alike ... here it's about "couverture medicale" which involves to compensate expenses from medical care ["soin"] !?
But more context from you would be useful for this and the other questions: what are we talking about here? A hospital? An aged care facility? private? public? etc.
The "equipe geriatrique" could include all sorts of personnel, including administrators, who maintain medical insurance in the sense of ensuring premiums are paid, not that they provide it themselves.
