Il faut maintenir une accessibilite fluide aux consultations medicales specialisees. (And why use the word "fluide"?) Do they simply mean that medical specialists should be readily accessible for consultation?

Many of the answers appear to be "correct" but this answer was the most Canadian and versatile one, in the sense that it was easiest to use in this point-form document that offered little context. I would have preferred to award points to everyone.

access to consultants (or consultants' clinics)

Explanation:
Un "spécialiste" is what uk calls a "consultant" ie : a "ear, nose and throat consultant" is un "spécialiste otorhinolaryngologiste" etc - we do not call them "specialists" over here.
