Le centre de santé de ABC dispose d’un petit dépôt de médicaments et d’un laboratoire pour ***les analyses de premier niveau***.

This is from a text discussing health care services in a developing African country. And more specifically the services provided by the local health centre.

Should 'premier niveau' be translated as 'first line' in this context?

Soutien aux laboratoires de province (BPHS/EPHS)

Le BPHS et l’EPHS qui régissent la reconstruction du système de santé afghan expriment un certain nombre d’exigences quant aux analyses qui doivent être réalisées dans les différents laboratoires :
Au niveau des CHCs, le BPHS préconise un panel d’analyses de base formant le « Niveau 1 des analyses de laboratoires » (ex : Hemoglobine, TB diagnosis, Malaria, test de grossesse, analyse d’urine, etc.)
Au niveau des DHs, le BPHS et l’EPHS requièrent ces mêmes analyses de Niveau 1 auxquelles s’ajoutent des analyses de Niveau 2 (ex : creatinin test, albumin quantitative, Widal test, Hematocrit, etc.) De plus, les laboratoires des DH et CHC sont chargés d’une mission de transfusion sanguine directe, avec une composante « banque du sang » pour les DH. Ceci nécessite la réalisation d’un certain nombre d’analyses supplémentaires (Hépatites, HIV, groupage sanguin, cross-matching)
Il est donc nécessaire d’aider ces laboratoires à développer les différentes analyses exigées, et ensuite, de les soutenir pour obtenir un maximum de qualité. Pour cela, le Département Laboratoire compte sur son « Lab Officer » spécialement chargé du soutien aux provinces, mais qu’il faut cependant épauler par des missions de supervision sur le terrain, l’organisation de formations centralisées, la préparation d’un contrôle de qualité externe (Malaria, TB, formule leucocytaire), etc. Par ailleurs, certains laboratoires doivent faire face à des difficultés organisationnelles (gestion du stock, rupture de réactifs, management de l’équipe, démission d’un technicien, etc.). Le Département Laboratoire doit alors apporter son concours autant que possible et aider à trouver les solutions adéquates.

disagree  Frederic Lievre: I think that it is too much. As for clicnical trials, they always go back to manufacturer, doctors never analyse blood or samole after taking samples.
