I can't say I see where the problem lies when it comes to "phrasing it", but for those who appear to have difficulty, how about:
The people concerned have a type of diagnosed condition bordering on clinical syndromes (i.e. [or should that really be "e.g."?] psychosis, bipolar disorder, major depressive disorders, obsessive-compulsive disorder, etc.).

I agree that it does not make sense grammatically. The list, although it has an etc, does include only severe psychiatric problems as opposed to what might otherwise be thought of intellecutual disabilities, like learning disabilities, or sight or hearing disabilities.
