This term is from a document about procurement in the medical sector in Belgium. I would be very grateful for clarification with regard to what distinguishes a "centrale de marchés" from a "centrale d'achats", as well as suggestions as to how it might be rendered in English. Many thanks

Trois formules sont possibles :
• le marché conjoint : deux ou plusieurs hôpitaux achètent ensemble.
• la centrale d’achats : un hôpital (pouvoir adjudicateur) achète pour d’autres institutions de soins
• la centrale de marchés : un hôpital est chargé, par d’autres hôpitaux, de gérer le marché, du Cahier spécial des Charges jusqu’à la sélection d’un ou de deux fournisseurs. Les hôpitaux adhérents gèreront individuellement l’exécution du marché.
