This is from a list of duties that a surgeon performed over a given period at a particular hospital.

du X a X - 7 astreintes opérationnelles
- 11 permanences de soins (nuits, week-end, fériés)
- 4 déplacements.

Does it mean that the doctor was on-call to perform operations or is it more general than that?

"Opérationnelles" does not mean that the person performed surgical operations; it means operational in the organisational sense of the word.
