Asker: Definition from Merriman-Webster showing that there's a muscular and glandular denotation along with a molecular.

1: a bodily organ (as a gland or muscle) that becomes active in response to stimulation

2: a molecule (as an inducer or a corepressor) that activates, controls, or inactivates a process or action (as protein synthesis)

Here, "effectors" could refer to the muscles that are causing the chronic lower back pain. I think the text is saying that the Authority’s recommendations were made about chronic lower back pain without discussing the nature of the muscles (or other body parts) that trigger it. I don't see "effecteurs" as refering to in- or outpatients.

Asker: Hmm. i've already put down effectors but pretty sure these are on a molecular scale and not at all sure how that fits in with day-care patients and hospital cases

Explanation:
From the subject area but before reading your text, I was expecting “effector” in the sense of effector muscle for example, as in the book by Didier, J-P., La plasticité de la fonction motrice”<i/>. Académie européenne de médecine de réadaptation, 2010., pages 407 and 410. However that makes no sense here at all. In context, which is what it's all about after all, this is to do with those who are going to be udnertaking the various responsiblities described : services, structures etc.

This is just be a coincidence, in terms of context. It makes sense to read your original with « effecteur » being a person assigned to carry out a particular task as here, although here the term is used to describe the patient.

Effecteur : Le patient.

Utilisation : Pour chaque question (24 en tout) le patient doit cocher la case si la phrase correspond à sa situation actuelle. Si la douleur lombaire le cloue au lit, il doit cocher la première case (avant les 24 questions) et arrêter le questionnaire. Le score total est calculé en additionnant le nombre de case cochée.
Interprétation : Plus le score est important et plus la lombalgie a une répercussion fonctionnelle.
