I guess this is an electric motor rather than a combustion engine, but who knows ...

I say "gear wheel", but maybe it is not in fact part of the power transmission system, merely a wheel with little slots in it, like the gizmos inside your computer mouse, in which case I understand it is called an "encoder wheel".
