The device (a bladder sling) is packaged with the blister and then the lidding material, then 'pelage' is a further step. It might be removal from the machine? I can't find anything sensible to give me enough confidence about it.

Hi Lionel, the context I gave was pretty detailed. SJLD has given the correct answer. It is peeling open the sealed packages. That makes complete sense in my context.
That is so obvious. It didn't even cross my mind. I was thinking about the machine and heat seal and what they might be doing to test the plastic. Makes complete sense. Thank you, SJLD!
