There is also the interesting case of NOM;

so it seems to me it's talking about surgery undertaken where there is no swelling. Unfortunately I haven't found the correct term (yet) but it seems definitely NOT cold surgery (or due to cold).

It means when surgery is done on stabilized patient, free of acute complicating risk factors such as active inflammation or infection,etc.
