irrationality

Explanation:
all those observed behaviours sound like elements from dsm-iv manic depression criteria - so there should be one that covers the term you are looking for... i'd suggest 'irrationality' (jumping into ill-advised projects, plans, etc.,), a common lement of 'précipitation'

Explanation:
Nothing wrong with precipitation. Here's what Merriam-Webster has to say about it:

1 : the quality or state of being precipitate : HASTINESS
[...]

And for "precipitate"
1 a : falling, flowing, or rushing with steep descent b : PRECIPITOUS, STEEP
2 : exhibiting violent or unwise speed

synonyms
PRECIPITATE, HEADLONG, ABRUPT, IMPETUOUS, SUDDEN mean showing undue haste or unexpectedness.
PRECIPITATE stresses lack of due deliberation and implies prematureness of action <the army's precipitate withdrawal>.
HEADLONG stresses rashness and lack of forethought <a headlong flight from arrest>.
ABRUPT stresses curtness and a lack of warning or ceremony <an abrupt refusal>.
IMPETUOUS stresses extreme impatience or impulsiveness <an impetuous lover proposing marriage>.
SUDDEN stresses unexpectedness and sharpness or violence of action <flew into a sudden rage>.

Now here are a list of synonymes of "précipitation" (see the link)
accélération, affolement, agitation, bousculade, brouillard, brusquerie, célérité, chute, déferlement, empressement, floculation, fougue, frénésie, hâte, impatience, impétuosité, irréflexion, légèreté, pagaille, panique, précipité, presse, prestesse, promptitude, rapidité, remue-ménage, ruée, soudaineté, temps, tohu-bohu, violence, vitesse, vivacité.
