I presume it is referring to certain types of consultation that for some reasons use a special yellow slip — probably something to do with the Social Security re-imbursement system, though I'm not familiar with this specific aspect of it.

Cf. elsewhere in the system where we have things like 'vignette bleue/blanche' (blue/white label on drugs) — which affect the rate of re-imbursement allowed.
