This is a heading in a report in French from a French hospital. It is the heading for the detailed, neurological part of the report, so I doubt if 'General State' would be the best translation in English. I imagine it is in Latin, but 'Status' also looks odd to me, in English (as it suggests 'social status', which is nothing to do with the report).
