disagree  xxx::::::::::: a title is never translated it's left as such with possibly an explanation, which is only one translator's interpretation , just after the title

  -> Could you consider that this is not so much a literal translation as an explanation, all the more since my proposal contains "HAS". Furthermore, "French National Authority for Health (HAS)" has 17200 occurrences in Google...
