I just want to check whether this means anything other than "right underside of the bladder".

Here's a reference to a FR/EN bilingual document which translates "dysfonction plancher vésicale" as "vesical floor dysfunction." "Bladder base" is much more common in English than "bladder floor" which is in turn more used than "vesical floor" (though the latter term seems preponderantly used by the radiologists).
