I can see the meaning but how could it be phrased?
Here is the contexte:

Ce médicament est devenu un blockbuster pour le laboratoire et une prescription de confort très demandée chez les médecins, tout en étant labellisée par les organes de régulation sanitaire. Au point d’oublier rapidement sa composition réelle et qu’il était prescrit largement pour un effet secondaire (le coupe faim) alors qu’il avait normalement pour objet principal de traiter le diabète.

Un nouvel ordre établi s’est instauré autour de ce médicament avec la complicité implicite de l’ensemble des parties prenantes à sa commercialisation (le laboratoire, l’organe de régulation et certains médecins même si ces derniers s’estiment victimes à leur corps dépendant). L’effet retard de la toxicité du médicament et la difficulté à établir des relations de cause à effet entre cette toxicité et des décès épars en France et en Europe (sauf dans quelques pays éclairés tels que l’Espagne, qui en interdisaient la commercialisation) ont permis sa distribution pendant de nombreuses années.

  -> I really don't think so, it doesn't make any sense and a pun in this text would look out of place.

neutral  transcimed: "dépendant" might well be the intended term here to suggest that some people share the opinion (controversial) that physicians are dependant on the drug distribution and health economic system (largely influenced by the pharmaceutical industry).
