agree  SabrinaLin: Yes, but it could also mean "that's war" just as "c'est la vie" means "that's life" in English which has a slightly different meaning than "it's war" or "it's life". Thank you.

Explanation:
Mot à mot, bien sûr, "c'est la guerre" = "it is war".
Mais ces trois mots en anglais me paraissent relever du constat, d'un état de fait, et non pas vraiment sonner avec le même caractère de gravité et de conséquences possibles que la formule en français.
