disagree  Michel F. Morin: Definitivly not "civil" (it is run by military people), and not "training" (how could it be in only one day ? It's mere information and litteracy tetsts).

Reference information:
This is the passage in Emmanuelle's reference that makes me think so:

"These preventative measures are a necessity as problems, which are often detected in the very first school years, are
rarely overcome: pupils with the weakest learning skills inevitably constitute the majority of those who, a few years
later, complete their studies without any qualifications and are thus singularly ill-equipped to find stable employment
(indicator 22). And during the National Defence Preparation Days (JAPD), reading difficulties are detected among one
in ten teenagers, and are particularly severe in half of these (indicator 07)."
Not wishing to nit-pick, the writer also seems to have used a comma when a semi-colon was required here:
"Helping all students to succeed, providing better guidance to pupils and students, giving young people who left the education system without a qualification a second chance**,** these are the priorities that I have set to consolidate equal opportunities, which is the main
purpose of the education system."
