Part of the description of a Lieutenant Colonel in the French Army.
I can find a few references but nothing to give me clue as to the equivalent in the British Army.

...is in my experience the term used in the UK Ministry of Defence for a defence equipment project team manager, e.g. the Merlin (helicopter) IPT leader. Possibly, a Lt Col is not senior enough to lead an IPT and would be more likely to be an IPT member, in which case I would replace "leader" with "member".
