French term or phrase: cadre (à l'armée)

Could our resident military experts confirm that a cadre in the army is an officer, commissioned or non-commissioned?

My builder is boasting that they are to build logements pour cadres célibataires de l'armée. The term cadre comes up a lot on Google in relation to the Swiss Army, of knife fame, but these apartments are being built in Haguenau, Alsace.

Is it a sign of the times, as the army becomes more a civil institution than a military one, as we work towards superiors being addressed as mon vieux, mon pote etc. rather than their rank, or has cadre always been a means of referring to officiers et sous-officiers?

Le terme de "cadre" (ou "encadrement") n'est pas spécifiquement militaire. Mais dans ce contexte, il recouvre effectivement officiers et sous-officiers (NCOs).
Je suggère donc le mot "staff" (voir web.ref) -pas forcément permanent: les "cadres de réserve" ne le sont pas...
