Hello,
This comes from a press release which is part of a larger document devoted to a joint and combined amphibious exercise off the coast of Senegal. I have the feeling that "interarmées" refers to joint task force operations, I'm not absolutley sure that's right. Any help gratefully received.
Le vice-amiral français xxxx, commandant l’Etat-Major Interarmées de Forces et d’Entraînement (EMIA-FE), embarqué avec son état-major sur le BPC Tonnerre, commandera ce dispositif.

Chief of the EMIA-FE (Joint Training and Force Headquarters)
Explanation:
The Admiral has 2 roles in this sentence: he is commanding a task force or something on those lines (le dispositif), but he is also the head of a standing organisation, the EMIA-FE. This is a major tri-service headquarters that has existed since 2002. In the Uk, the head of such organisations is generally known as a chief eg CJO (Chief of Joint Operations), who heads up PJHQ (Permanent Joint Headquarters), which I suspect is roughly equivalent to the EMIA-FE. Since it is possible to translate the names of such organisations in various ways, it is always safer to avoid confusion to use the French abbreviation as I have here and then explain what the organisation is in brackets.

But I still think the answer searched for is of someone with a lower grade.

attack is the best defence, Writeaway. No lesser a figure than the legendary Desert Fox would have agreed. I agree though that we are looking for a lower grade in the British Army. A vice admiral or rear admiral is a bit low here. Commander of the inter-army Joint Staff (??)

Chief of Joint Operations (CJO) is the appointment held by the 3*-ranked Officer that heads the Permanent Joint Headquarters (PJHQ) at Northwood Headquarters, North London.[1]

The CJO is responsible for the planning and execution of UK-led joint, potentially joint, combined and multi-national operations.[2]

Asker: Thanks for your suggestion. I probably should have made it clear that this is the chap who is commanding the exercise.

neutral  writeaway: but this is clearly NOT the USA. so the translation doesn't apply./But why suggest a 100% USA term for a 100% non-USA context? I do answer but much much less than I used to. And attack really isn't a very convincing defence.

  -> You never suggest anything. Just criticizing the answers of others is not productive. Britain has another name probably. The point is this French military person has a low grade and can't be the equivalent of the CJCS.
