Definitely NOT chaff. There would be no mention of "deformation" for this. If the target is an armoured military vehicle, there can be layers which are intended to deform to absorb energy.

“WINDOW” is the code name for SHORT STRIPS OF TUNED ALUMINUM FOIL. The foil is cut to slightly different lengths so that it reflects at the frequency of enemy radar. The strips are packaged and dropped over enemy territory. While fluttering to the ground, they present a MULTITUDE OF TARGETS to the enemy radars. Thus, enemy searchlight and tracking radars follow the strong echoes presented by the window and cannot be made to track on the lesser echoes presented by the aircraft.

CHAFF, originally called WINDOW[1] by the British, and Düppel by the Second World War era German Luftwaffe (from the Berlin suburb it was first found near), is a radar countermeasure in which aircraft or other targets spread a cloud of small, thin pieces of aluminium, metallised glass fibre or plastic, which either appears as a cluster of secondary targets on radar screens or swamps the screen with multiple returns.
Modern armed forces use CHAFF (in naval applications, for instance, using short-range SRBOC rockets) TO DISTRACT RADAR-GUIDED MISSILES FROM THEIR TARGETS. Most military aircraft and warships have chaff dispensing systems for self-defense. An intercontinental ballistic missile may release in its midcourse phase several independent warheads, a large number of decoys, and chaff.
