It appears in the service record of a member of the French foreign legion. It precedes what appears to be a person's last name and a signature: "LE CNE XXXXXXXXXX [Signature] [Stamp], where XXXXXXXXXXXX seems to be a proper name (it is partly obliterated by the signature and the stamp]
