I'm a bit stuck on this one for the translation of Communes, which normally refers to shared or joint conditions. In this case it only refers to one "Cahier" so I can't see how they can be special conditions and shared at the same time. And shared with what or with whom??

Common Special Administrative Terms and Conditions

Explanation:
That was the term used last year on the English version of the DGA web site (ixarm.com - see links provided), but they may have changed the official terminology - or not. Please note that the English version _seems_ to be a mirror of the French version, which is a recent development if correct.

The links provided should be helpful, although I can't find the bilingual glossary that was available on ixarm.com a few months ago. I only searched using the keyword "glossary", which led to the monolingual glossary in the 1st link. A more refined search may lead to a bilingual glossary.

FWIW, one can find on the "legifrance.fr" an English version of the "Code des marchés publics", which is usually referenced in the DGA ("French Defense Procurement Agency") documents. Please note that said English version does not reflect accurately the French Code, on an Article-by-Article basis, which makes for very tedious and frustrating research. Useful nevertheless.
