agree  Stephen Fennell: A Google search for "forme des prix" yields http://www.marche-public.fr/CMP-2006/1-Prix-marche.htm, & go down to Article 18, which explains th expression. Don't know if there's a corresponding English term, but "form of prices" seems 2 convey th idea.
