CONTEXT:

"C'est une ordonnance de Louis XV en date du 1er mai 1766, qui, sur proposition de CHOISEUL, introduit pour la première fois dans l'organisation des Armées des dispositions en faveur des fils de soldats et de "bas-officiers" dont le sort avait été jusqu'alors négligé par l'Etat. L' Institution des enfants de troupe est née."

Explanation:
I suspect you may have to keep the French, unless a real equivalent existed outside France, and give some kind of definition, unless that is precisely what your text is about. The book here - http://www.tandfonline.com/doi/abs/10.1080/0030923010370302#... - certainly keeps the French.

Seen through modern eyes, I think a translation would be rose-tinted. It appears the institution's motives were not entirely laudable.
