this implies that capacité is improperly used. The capacity of a nuclear plant is likely to remain unchanged. If it's designed to produce 1400MW, that's the most it will ever produce unless someone comes up with a cheap and easy way of modifying the plant and process. Montée en puissance is prob. what they mean.

it means "ramping up", i.e. starting the plant (your démarrer ) and gradually bringing it up to full production. Taking it to full capacity right from the start could be dangerous were there to be any flaws in the system, so softly-softly does it.

Just a thought - maybe they mean that the power station can actually reach the rated capacity
