I confess I'm no expert on this but I can find no references.

Explanation:
I think the fuel pencils are called 'fuel rods', judging by the entries on Google about Japan. The only thing I have come across is 'ruptured' in the case that they are damaged, or their outer layer (cladding apparently) is damaged.

I'd go for "failed". Don't forget that rupture, which presumably, in either French or English, is where rupté comes from, is from the verb rompre. In specific situations that will mean "burst", "leak", "split up", "break", etc., but a word covering all of that is (including relationships) is "fail".
