I think Bob is right, although I'd have to speak to an expert to find out exactly where CDE stops and MAD starts!

Apart from that, CDE applies to nuclear facilities other than NPPs (though "shutdown" would also apply to them) as well as to other kinds of power plants.

I also wonder what langage professionnel in the above definition means: that the tax people say CDE whereas the nuclear people say MAD for the same thing?

Cessation définitive appears to be a process that takes a certain time; When its purpose has been achieved, you have arrived at the moment of arrêt définitif, it seems to me.
