French term or phrase: cession avec contrepartie commerciale
This part of the document relates to the dissemnation of health information in brochures and leaflets.

"L'arrêté prévoit que dans le cas de documents publicitaires ou promotionnels réalisés par un seul distributeur ou producteur, les informations sanitaires peuvent prendre la forme d'un texte d'éducation nutritionnelle présenté une seule fois sur le document. Cette hypothèse vise exclusivement les documents dont le contenu est directement édité par le producteur ou le distributeur sans qu'il donne lieu à achat d'espace ou cession avec contrepartie commerciale d'un annonceur."

MatthewLaSon: 6:25am May 4, 2007: How are you understanding the word "hypothèse". I think it's a premise which concerns... Also, "cession" seems to be referring to a transfer of space. This is not easy. Woof! See me latest explanations below. I hope they help.
Pamela Hewitt: 9:12am May 4, 2007: I would undestand 'hypothèse' as 'situation' here.
I am referring the whole sentence to the client for further clarification and will report back.
MatthewLaSon: 7:57pm May 4, 2007: Thanks, Pamela. But, I think "hypothèse" is referring to "premise/assumption". Considering this context, I'd say "assumption" (this assumption applies to). Good luck!

transfer thereof to an advertiser for monetary compensation
Explanation:
Hello,

This is my understanding. I could be way off, considering it's 2:30 am here. LOL.

sans qu'il donne lieu à achat d'espace ou cession avec contrepartie commerciale d'un annonceur > without accommodating the purchase of space or any transfer thereof to an advertiser for monetary compensation

Transferring (handing over) space in the brochure for monetary compensation (business transaction)

sans qu'il donne lieu > without lending itself to/accommodating

I hope this helps.

I'd like to make a correction here.

"Donner lieu à" can be a tricky verb to translate. It's meaning is twofold: "provoquer/inciter/entraîner OR "prêter à." After careful consideration, I've decided it means the former"

My translation reads as follows:

sans qu'il donne lieu à achat d'espace ou cession avec contrepartie commerciale d'un annonceur >

provided it (the brochure's content) would not result in the purchase of space or any transfer thereof to an advertiser for monetary compensation

In other words, purchasing space or transferring ownership of any space to an advertiser for money is against the rules

The "il" dans "sans qu'il donne lieu à" has to be be referring to "content"

I hope this clears things up for you.

avec contrepartie commerciale for a commercial consideration

Explanation:
I believe that's a commonly-used expression in commercial EN, meaning that they don't actually sell or buy anything, but do a kind of 'payment in kind' deal, usually involving swapping of advertising space, etc.

I'm not quite sure how best to handle that 'cession', as I'm not quite clear from the little context available whether this too refers to 'espace' (achat ou cession d'esapce) or not; if not, then the actual verb needed will probably depend on exactly WHAT it is that might be being 'céder' — and it seems to me that advertising / publication space is indeed the most likely commmodity to be involved here.
