Another possiblitity. I actually prefer it to my first choice. In English, we even often eliminate the "staff/personnel" part after one or two mentions.

Cadres = (all) management. If we were strictly referring to exectutives, we would call them "membres de la direction"

This includes executives right down to supervisors, but excludes unionized personnel.

This is not to say that the training (NOTE: it is simply training, not professional training) will apply to all levels of management.
