Explanation:
I don't know anything about this subject, but found this definition in The Council of Europe French-English Legal Dictionary by F.H.S. Bridge (this was considered the best legal dictionary when I worked in the translation dept. of a law firm in Paris.) The rest I couldn't find, though "franchise de" often refers to "exemption from" something.
