Who's very happy with his holidays then?
This is a rhetorical question, no answer is really expect to the question "Who is happy with his holdays?" The answer would normally require a name, of course. This question is expressed in the third person "qui...ses", but in fact is being addressed to a second person, "you", understood from the context. That is why I have added "then" at the end, which makes the meaning clear.
