Description of a scientific research laboratory and what it does, how it works.

"Il est reconnu comme **équipe d’accueil (EA 3426)** par le Ministère de l’Education Nationale.......", the 'il' referring to a research laboratory (and I suppose the research team based there).

The only part I'm having trouble with is the 'équipe d'accueil'. How does it fit in here? Host team? Doesn't sound appropriate. If it was 'équipe d'accueil DU Ministère...' I think I could see it more clearly, but 'par..'?

Any help greatly appreciated and please let me know if there is anything obvious missing from the context I've given.
