for providing more context. A "panne" in French could be referring to cloth or a hammer. Is it a fire blanket of some sort? I'm just not real keen on "fire incident." I'm not quite sure how you get that from that. The "à" would mean that "panne" is used for fires.

Don't know if it's helpful at all or not, but the fire-fighting drill is being conducted on the water with boats. Although they could still need a hammer to break through a boat's window, it seems less likely. Also the fact that it wasn't written as 1 Panne a feu. Everything else had the qty specified, even if the qty was only 1.

It's hard to say. I mean firefighters do use ball-peen hammers to break through glass, no? A "panne" can be a "hammer."

I originally thought it was a piece of equipment, but seeing as I'm not getting anywhere with this, I'm thinking that the suggestion of "fire incident" or something along those lines might be the right one. It is a list of equipment required to run a fire-fighting simulation, and everything else on the list has a quantity in front, but not the "Panne à feu". It stands alone. Which might mean they need a "fire" in order to run the drill. Opinions?
