I think you might be on to something by just leaving "domaine national" untranslated in italics....It seems a surprisingly deceptive phrase to render exactly. I take your point about Director of Public Works re Curator of Historic Monuments.

... is very close but more accurately a translation of "Conservateur du patrimoine national". See: http://www.rmn.fr/spip.php?page=imprimer&id_article=646 which includes a translation from French to English.
The reverse translation below was for Laura's suggestion of "Curator of Public Works".

"Conservateur des travaux publiques"? One could have, for example, a "directeur des travaux publiques" or a "conservateur des monuments historiques" but conservateur = curator and "public works" do not seem appropriate bedfellows.

My working translation was "Curator of National Patrimony."

Does anyone think that would be accurate?
