This is an article about the Senegalese elections in May 1998:

L'élection législative de mai a renforcé Ousmane Tanor Dieng, le premier secrétaire du Parti socialiste et ministre d'Etat chargé des affaires présidentielles, que d'aucuns imaginaient en perte de vitesse. Mais, tirant tes leçons du scrutin passé, le parti au pouvoir fait le pad d'une ouverture vers la société civile. En attendant de trouver une réponse au problème de «Monsieur Gorgobu» qui court du matin au soir pour avoir son plat de riz le Premier ministre Habib Thiam a rendu son tablier.

I have not found any useful hints in the internet (apart from a copy of the article itself).

I have a feeling this is a play on words - maybe a French speaker could help explain?
