I believe you should have posted this to the French to English section, rather than the monolingual English section.
But basically this just says:
My best wishes to you on the occasion of your birthday.

I think there is either a typing mistake, anniversesaires should be spelled anniversaire, or the author tried to soften the word as in baby-talk in french which sometimes consists in repeating some syllables, sometimes in an ironic way as if they were addressing a baby...
