What do we girls call the extra "special effects" layer we paint on top of nail polish? (Been working so hard I kicked the habit).

Explanation:
I use this all the time and just double-chedcked the label on my US-manuactured Sally Hanson product. Not all quick-dry products (mentioned in the first response) leave a special effect--or even particularly pretty effect, requiring that the quick dry then be followed by a shiny or brilliant top coat product. If you are referring to the little designer items, such as flowers, stars, etc. that one puts on top of polish, by the way, my manicurist refers to those as "charms."
