"The" should not be used as when referring to a group in general terms (victims), the nouns is used in the plural form without the article. "The victims" as used in your suggestions begs the question : which ones?

Similarly, "the troubles" should read "trouble". Quite apart form the same grammar notes on article and generalising above, "troubles" in the plural is used to describe political unrest, with outbursts of violence.
