Mimi and Alain, "convention" is used to refer to international treaties, rather than private-law "agreements", which is more the type of instrument we are dealing with here, between oil-industry operators and the governments whose countries they operate in.
I don't think there is a standard in English - your first URL reference seems to be referring to it as the "Initial Agreement" - that may be the best translation for it.
